Building renovation has a new place
Advancing Energy Performance Assessment to Enable Holistic Building Renovation within Sustainable Urban Development Strategies
The REAHUB project is co-funded by the European Union under the LIFE Clean Energy Transition (LIFE CET) 2021–2027 programme, which supports the implementation of European energy and climate policies by strengthening governance, building capacity, mobilising investment, and accelerating the uptake of clean energy solutions.
Coordinated by La Salle – Ramon Llull University, the project started in June 2026 and brings together ten organisations from Austria, Belgium, Italy and Spain to advance integrated, data-driven building renovation across Europe.
Reshaping the context
Renovating Europe’s buildings is central to a secure, low-carbon future. Beyond energy savings, well-designed renovation improves comfort, strengthens social equity and delivers lasting environmental and economic benefits. To achieve this, renovation potential must be assessed not only at the level of individual buildings, but also within their broader context – across neighbourhoods and at the building-stock level.
REAHUB connects these two scales – the individual building and the wider urban context – through an integrated framework that works as a two-way learning system. Building-stock assessment identifies where renovation can have the greatest impact, while building-level works put strategies into practice. Data and experience from these works are then fed back into the framework, helping to improve future assessments and decisions.
A new encompassing platform
Fragmented information, disconnected tools and siloed decision-making are slowing renovation across Europe, even as the Energy Performance of Buildings Directive (EPBD) calls for faster progress.
Through a holistic framework, REAHUB brings data, policies and assessment schemes together into a single coherent system, covering the full renovation cycle, from planning and prioritisation to financing and delivery. The REAHUB platform makes this framework operational, supporting public administrations, professionals, financial institutions, one-stop shops, companies and property owners with a coherent set of tools, services and training resources.
The framework is being validated through pilot sites in Styria and Lower Austria (Austria), Piedmont (Italy) and Catalonia (Spain). Each pilot provides a distinct regional context in which to test, demonstrate and refine the framework.
One framework, different functions
• Prioritise renovation and financing
REAHUB combines Energy Performance Certificates with cadastral, socioeconomic and environmental data to identify where renovation is most needed and where it can have the greatest impact, while supporting the identification of financing needs and opportunities.
• Connect the data behind better decisions
REAHUB connects Energy Performance Certificates, Smart Readiness Indicators and Renovation Passports, helping to improve the quality, consistency and usability of data throughout the renovation process.
